EL PARAMILITARISMO COMO ESTRATEGIA GENOCIDA CONTRA EL MOVIMIENTO SOCIAL EN COLOMBIA (Castellano – English)
El Movimiento Político De Masas, Social Y Popular Del Centro Oriente Colombiano Bajo Fuego
En la noche del 22 de abril de 2025, fue víctima de ataque sicarial el líder social y dirigente campesino ERNESTO ALEXANDER ROA MONTAÑEZ, hechos que se presentan en inmediaciones de su residencia en el municipio de Saravena en el departamento de Arauca.
Ernesto Roa ha sufrido constantes perfilamientos y persecución por parte de grupos paramilitares y organismos de inteligencia del Estado Colombiano, asimismo, el Movimiento Político de Masas, Social y Popular del Centro Oriente Colombiano y la Asociación Nacional Campesina José Antonio Galán Zorro – ASONALCA, organizaciones campesinas de las cuales es vocero y miembro; prácticas de exterminio que se agudizan con ocasión a su labor como dirigente campesino.
Por tal motivo, denunciamos ante la comunidad Internacional y órganos de control, los hechos presentados contra la integridad física del dirigente campesino y líder social ERNESTO ROA, que generan riesgos directos a su integridad personal, familiar y a los procesos de los cuales hace parte como los ya mencionados.
Solicitamos al gobierno nacional, Ministerio del Interior, fiscalía y entes de control como la Defensoría del Pueblo, adelantar acciones que ayuden a esclarecer los hechos materia de investigación y dar con el paradero de los responsables que perpetraron esta acción criminal y especialmente desentrañar el objeto de la misma, por supuesto develando a los autores intelectuales.
Exigimos al gobierno de GUSTAVO PETRO asumir de manera clara acciones que garanticen el desmonte del paramilitarismo, y de la doctrina militar que sustenta la existencia del enemigo interno que conlleva a desarrollar el proceso genocida mediante el extermino del Movimiento Social y Popular en Colombia. En ese sentido, es fundamental que el gobierno cumpla los acuerdos existentes por el Desmonte del Paramilitarismo y asuma implementar un camino de cambios y transformaciones estructurales que permitan que estos hechos no se vuelvan a presentar.

PARAMILITARISM AS A GENOCIDAL STRATEGY AGAINST THE SOCIAL MOVEMENT IN COLOMBIA
The Political Movement of the Masses, Social and Popular, of the Central-Eastern Colombian Region Under Fire
On the night of April 22, 2025, social and peasant leader ERNESTO ALEXANDER ROA MONTAÑEZ was the victim of a targeted attack near his residence in the municipality of Saravena in the department of Arauca.
Ernesto Roa has suffered constant surveillance and persecution by paramilitary groups and Colombian state intelligence agencies, likewise have the Political Movement of the Masses, Social and Popular, of the Central-Eastern Colombian Region and the National Peasant Association José Antonio Galán Zorro – ASONALCA, peasant organizations of which he is a spokesperson and member. These practices of extermination have intensified due to his work as a peasant leader.
Consequently, we denounce before the international community and control bodies, the events occurred against the physical integrity of the peasant and social leader ERNESTO ROA, which generate direct risks to his personal and his family’s integrity and to the grassroot processes of which he is a part.
We request the national government, the Ministry of the Interior, the Office of the Attorney General of Colombia, and control entities such as the Ombudsman’s Office, to take actions to help clarify the events under investigation and to locate those responsible for perpetrating this criminal act and, particularly, to unravel its purpose and to identify the intellectual authors.
We demand that the government of GUSTAVO PETRO take clear action to guarantee the dismantling of paramilitarism and the military doctrine that perpetuates the existence of an “internal enemy”, which fuels a genocidal process through the extermination of the Social and Popular Movement in Colombia. In this respect, it is essential that the government comply with existing agreements for the dismantling of paramilitarism and commit to implementing structural transformations that prevent these events from happening again.
